18th International Conference on Management of Large-Scale System Development (MLSD’2025)

Abstract. The 18th International Conference on Management of Large-Scale System Development (MLSD’2025) was held on September 24–26, 2025. It was dedicated to the memory of Anatoly Tsvirkun, the inspirer and head of the annual MLSD conference series organized by the Trapeznikov Institute of Control Sciences, the Russian Academy of Sciences, with the technical support of the IEEE Russia Section. MLSD’2025 was attended by 350 participants from over 86 research institutes and centers, universities, and government and commercial organizations. They included 2 Academicians and 2 Corresponding Members of the Russian Academy of Sciences, 2 Academicians and 4 Corresponding Members of the Russian Academy of Rocket and Artillery Sciences, as well as 86 Doctors of Sciences and 126 Candidates of Sciences. The original proceedings of MLSD’2025 (219 papers) have been published in Russian and indexed by the National Electronic Library (eLIBRARY.RU). Of these, 133 papers have been extended and published electronically in English in IEEE Xplore (Scopus indexing). For the first time, the plenary session was organized in a foresight-like format. Its main goal was a collective discussion of the challenges of accelerating the development of scientific and technological sovereignty of the Russian economy within the sixth technological paradigm.
